PDF locks the layout, so the document looks the same on every device and prints predictably. It is meant for reading rather than editing, so keep the HTML as your editable source.
The converter reads the structure of the HTML file. Images and stylesheets that are linked from elsewhere rather than included in the file may not appear in the PDF.
